Creates new class C felony for "destruction of critical communications infrastructure" when a person intentionally causes damage to or renders inoperable voice, video, or data services infrastructure (both physical and cyber components)

Establishes civil cause of action allowing victims of critical communications infrastructure destruction to sue perpetrators for damages, including recovery of investigative and attorneys' fees

Increases civil penalties for scrap metal businesses dealing in stolen telecommunication copper: up to $10,000 for first violation, $20,000 for second violation, and mandatory loss of license for third violation

Prohibits cash payments for nonferrous metal property transactions, requiring payment only via stored value device, electronic funds transfer, other electronic payment method, or mailed nontransferable check (with limited $30 exception)

Adds destruction of critical communications infrastructure to the list of "criminal profiteering" activities under Washington's organized crime statutes and ranks the offense at Seriousness Level II in the sentencing guidelines
