Repeals seven state accounts: Independent youth housing account, Hospital infection control grant account, Climate resiliency account, Criminal justice training commission firing range maintenance account, COVID-19 unemployment account, Institutional impact account, and Hydraulic project approval account

Transfers all moneys from the salary/insurance contribution increase revolving fund to the general fund effective July 1, 2026, and prohibits further expenditures from that fund

Transfers any residual balances remaining in abolished accounts to the state general fund on July 1, 2026

Modifies the abandoned recreational vehicle disposal account to permanently allow up to 15% of expenditures for administrative expenses, removing a previous provision that would have reduced this to 10% starting January 1, 2026

Declares an emergency for the abandoned recreational vehicle account provision, making it effective immediately, while other sections take effect July 1, 2026
