Explicitly adds that out-of-state convictions include convictions from foreign countries, provided they were obtained with sufficient safeguards for fundamental fairness and due process

Amends RCW 9.94A.525, which governs how offender scores are calculated on the sentencing grid under Washington's Sentencing Reform Act

Requires that prior convictions not previously included in an offender's score or criminal history be counted upon resentencing to ensure accurate sentences under current law
