Creates a pilot program administered by the Department of Commerce providing $300 per month per child for 24 months to 1,000 randomly selected Washington households with children eligible for free or reduced-price school meals, starting January 1, 2027

Establishes a control group of up to 1,200 households receiving $20 per month for 24 months to enable program evaluation

Requires participants represent geographically diverse areas across eastern and western Washington, including urban, suburban, rural, and subrural communities

Prohibits pilot program cash assistance from being counted as income when determining eligibility for public benefits including TANF, food assistance, child care subsidies, Medicaid, hospital charity care, indigent defense services, and child support calculations

Mandates the Department of Commerce submit a report to the legislature by December 1, 2029 with findings on participating families' financial stability, child and family well-being impacts, and recommendations on potential statewide expansion
