Raises the asbestos threshold for "asbestos-containing building material" from 0.1% to 0.25% by weight or area, reversing a stricter standard that took effect January 1, 2025

Creates new exemptions for commercial aggregates (sand, gravel, rocks from quarry operations) that contain naturally occurring fibrous silicate materials at 0.25% or lower

Exempts commercial aggregates and asphalt/concrete materials with naturally occurring fibrous silicates from labeling requirements, construction prohibitions, and facility inspection/management plan requirements

Adds a formal definition of "naturally occurring fibrous silicate material" to distinguish naturally present asbestos minerals from those that have been chemically treated or deliberately added

Updates Chemical Abstracts Service registry numbers for several asbestos mineral varieties (actinolite, tremolite, anthophyllite)
