Expands Washington college grant eligibility beginning in the 2027-28 academic year to include students enrolled in eligible postsecondary nondegree credential programs

State Board for Community and Technical Colleges will determine eligible nondegree credential programs in consultation with the Student Achievement Council and establish criteria in rule

Adds nondegree credential programs as a third enrollment pathway alongside institutions of higher education and registered apprenticeship programs

Amends RCW 28B.92.200, which governs the Washington college grant program providing free college access for eligible Washington residents with financial need
