Repeals chapter 70A.214 RCW, Washington's 1990 pollution prevention planning law that set a goal of reducing hazardous waste generation by 50% by 1995 through voluntary reduction strategies

Eliminates the Office of Waste Reduction's duties, hazardous substance use reduction consultation programs, waste reduction workshops, research programs, and K-12 school recycling awards programs

Removes the requirement for hazardous waste generators and metals mining/milling operations to complete voluntary reduction plans

Amends related statutes to remove references to chapter 70A.214, including removing pollution prevention planning fees (RCW 70A.218.030) while maintaining the $35 annual hazardous waste generator fee

Updates the model toxics control operating and capital accounts to remove chapter 70A.214 from the list of programs eligible for financial assistance
