Authorizes "community scaled projects" as a new category of weatherization, defined as projects covering multiple dwelling units in the same neighborhood where environmental, social, or economic conditions adversely impact residents

Allows sponsors to submit proposals for community scaled projects that include full or partial weatherization, energy efficiency measures, or structural rehabilitation for multiple dwellings within the same community

Requires the Department of Commerce to identify priority communities using indicators such as environmental health disparities, housing vulnerability, and pollution exposure, with priority given to areas with low-income households

Exempts community scaled project dwelling units from existing requirements that weatherized homes be occupied by low-income households (defined as households at or below 80% of county median income)

Requires the department to approve or deny community scaled project proposals within 90 days of application period closing and authorizes rule making for implementation
