Establishes a Children and Youth Behavioral Health Leadership Council appointed by the governor to coordinate implementation of the strategic plan, with members including state agency representatives, individuals with lived experience, and tribal representatives

Creates an Executive Coordination Officer position within the governor's office to coordinate cross-agency implementation of the strategic plan, build infrastructure, coordinate private funding, and monitor equity impacts

Requires all state agencies to ensure children and youth behavioral health activities align with the Washington Thriving strategic plan and are implemented equitably

Authorizes the governor to use private funding sources to support the strategic plan and facilitate coordination between state agencies
