Doubles the criminal wildlife penalty assessment from $2,000 to $4,000 for convictions involving the sale, trade, or distribution of covered animal species parts or products

Requires at least 50 percent of penalty funds deposited in the fish and wildlife enforcement reward account to be transferred annually to the University of Washington's center for environmental forensic science

Maintains existing exemptions for bona fide antiques (100+ years old with less than 15% animal product by volume), musical instruments, educational/scientific purposes, museum distributions, and estate inheritances

Preserves the two-tier penalty structure: second degree trafficking (under $250 market value) remains a gross misdemeanor; first degree trafficking ($250+ or repeat offenses) remains a class C felony with doubled penalty assessments
