Requires landlords to disclose to tenants if a property is located in a special flood hazard area or area of potential flooding, when the landlord has actual knowledge through written notice from a public agency, mortgage holder flood insurance requirements, or currently carrying flood insurance

Mandates landlords disclose any known flooding, standing water, or drainage problems affecting the property or access to it

Requires landlords to inform tenants that the landlord's insurance does not cover tenant personal possessions and recommend tenants consider purchasing renter's insurance and flood insurance

Directs landlords to notify tenants that information about property hazards, including flood risk, is available from their county government

Provides landlords and their agents immunity from civil liability for failure to comply with flood disclosure requirements, except in cases of knowing and intentional noncompliance
