Amends RCW 88.16.190 to modify tug escort requirements for oil tankers operating in Puget Sound and connected waters, including the San Juan Islands and areas south of Admiralty Inlet

Oil tankers between 40,000-125,000 deadweight tons must be escorted by tugs with aggregate shaft horsepower of at least 3,000 or 5% of the tanker's deadweight tons, whichever is greater (previously just "equivalent to" 5%)

Oil tankers over 125,000 deadweight tons remain prohibited from proceeding east of the line from Discovery Island light to New Dungeness light unless authorized by the U.S. Coast Guard

Converts written-out numbers to numerical format throughout the statute (e.g., "forty thousand" to "40,000") without changing the underlying threshold values
