Establishes the automated driving system as the legal "driver" when engaged, making it subject to traffic infractions and deemed licensed to operate without a human driver present

Requires $1,000,000 minimum liability insurance per occurrence for driverless operation, submission of a first responder action plan, and vehicle registration identifying the vehicle as autonomous

Creates statewide uniformity by preempting local governments from imposing additional taxes, fees, permits, or operational restrictions on autonomous vehicles and on-demand autonomous vehicle networks beyond state requirements

Repeals the existing autonomous vehicle self-certification testing pilot program (RCW 46.92.010) and takes effect October 1, 2026
