Converts the labor representative position on public transportation benefit area (PTBA) governing bodies from a nonvoting member to a full voting member, recognizing contributions made since the position was established in 2010

Increases maximum governing body size from 11 to 12 voting members for single-county PTBAs and from 17 to 18 voting members for multicounty areas to accommodate the new voting labor position

Labor representative must be recommended by the labor organization(s) representing public transportation employees, with multiple unions selecting the member by majority vote

Labor member must comply with all governing bylaws and policies but is excluded from executive sessions discussing labor negotiations, employer-employee issues, arbitration, and CEO reviews

Requirement for a labor organization representative does not apply to PTBA authorities that have no employees represented by a labor union
