Increases the maximum vehicle weight subject to transportation benefit district fees from 6,000 pounds to 10,000 pounds for vehicles with gross weight licenses under RCW 46.17.355

Transportation benefit districts may impose annual vehicle fees up to $100 per vehicle registered in the district

Districts covering their full jurisdiction may impose fees in tiers: $20 initially, $40 after 24 months at $20, and $50 after 24 months at $40 (if meeting additional requirements)

Combined vehicle fees from overlapping districts cannot exceed $50, with credits required for previously imposed fees

Exempts campers, farm vehicles, mopeds, off-road vehicles, single-axle trailers, snowmobiles, and vehicles under the international registration plan from the fee
