Amends RCW 19.112.010 to expand the definition of "motor fuel" to include electricity and gaseous products used for vehicle propulsion, not just liquids used in internal combustion engines

Removes the separate statutory definition of "alternative fuel" which previously listed fuels like liquefied petroleum gas, compressed natural gas, biodiesel, hydrogen, ammonia, and electricity as distinct from conventional fuels

Updates "motor fuel" definition to cover any liquid, gaseous product, or electricity used for propulsion on state highways or intended for transportation purposes

Modernizes numerical formatting in E85 motor fuel definition (changing "seventy-five" to "75" and "eighty-five" to "85" percent denatured fuel ethanol)

Renumbers remaining definitions in the motor fuel quality act following deletion of the "alternative fuel" definition
