Establishes the Washington State Amtrak Cascades Passenger Rail Advisory Committee, with counties having populations of 750,000 or greater appointing 3-member delegations and smaller counties with Amtrak stations appointing 2-member delegations

Requires at least 5 committee members be passenger rail user group representatives or frequent riders, at least 1 represent a business using the rail corridor for commerce, and at least 1 represent a local government planning body

Committee members serve 4-year terms beginning July 1, 2026, with initial terms staggered so some expire July 1, 2028 and others July 1, 2030

Committee meets 3 times annually with the Department of Transportation's rail, freight, and ports division to review passenger rail concerns, with a 3-person executive committee setting meeting agendas

Members serve without fee or compensation; the department must solicit community feedback on Amtrak Cascades service and notify the advisory committee before conducting reviews
