Producer responsibility organizations must establish statewide mattress collection sites, achieve at least 70% recycling rates, and provide free collection services including bulk pickup of 100+ mattresses at a time

Program costs are funded entirely by producer fees collected by the organization, with no point-of-sale charges to consumers allowed; fees must use eco-modulated structures to encourage recyclable designs and recycled content

The Department of Ecology oversees the program, reviewing plans every five years, maintaining a public list of compliant producers, and imposing civil penalties of up to $1,000 per violation per day ($10,000 for repeat violations)

A 12-member advisory council representing local governments, solid waste industry, environmental groups, retailers, and consumers will advise on plan development and program implementation
