Amends the Growth Management Act (RCW 36.70A.070) to require housing elements in comprehensive plans to identify infrastructure barriers that may constrain housing development feasibility, including public infrastructure and frontage improvement requirements that disproportionately affect infill or middle housing

Requires counties and cities to evaluate whether local street, frontage, and right-of-way standards are consistent with adopted land use and housing goals, including infill development and missing middle housing

Standards should allow for context-sensitive design that considers existing conditions, anticipated traffic volumes, and surrounding development patterns while avoiding unnecessary infrastructure requirements that materially constrain housing feasibility on infill or redevelopment sites

Adds a new requirement for counties and cities to periodically review and revise street standards, frontage improvement requirements, and related public works design standards to ensure consistency with current land use patterns, housing needs, and growth management goals

Review of street and frontage standards should align with the periodic review schedule for comprehensive plans established under RCW 36.70A.130
