Establishes a minimum of $100,000,000 per year in ongoing transfers to the community reinvestment account to address racial, economic, and social disparities from historical drug possession laws and penalties

Requires the Department of Commerce, in partnership with the Office of Equity and "by and for community organizations," to update the community reinvestment plan every 10 years (first update due 2032) with criteria for eligible communities, accountability measures, and outcome tracking

Authorizes account expenditures for economic development, civil and criminal legal assistance including record expungement, community-based violence intervention, reentry services, and agricultural/economic support for historically marginalized communities

Mandates biennial reporting to the legislature beginning June 30, 2027, summarizing plan implementation with outcome-based metrics

Directs the Washington State Institute for Public Policy to study fund distribution and use by recipient organizations, with a report due June 30, 2027
