Removes the temporary exception that allowed workforce education investment account expenditures to supplant other higher education funding during the 2025-2027 fiscal biennium

Reinstates the permanent requirement that account expenditures must supplement, not supplant, federal, state, and local funds appropriated or allocated for higher education

Affirms legislative intent that appropriations from this account provide additional, enhanced, and expanded support for higher education programs and services

Prohibits using account funds as a replacement, offset, or reduction of existing or projected funding obligations from other sources

Amends RCW 43.79.195 governing the workforce education investment account, which receives revenues from the workforce investment surcharge under RCW 82.04.299
