Requires school districts to accept transfer of IEP or Section 504 plan records and provide appropriate services without unreasonable delay; reevaluations must occur within 30 calendar days of arrival if needed

Allows temporary lodging within the school district (replacing "on-base billeting facility") as acceptable proof of residence while awaiting permanent housing
