Prohibits sale of kratom products to individuals under 21 years old and bans products containing poisonous substances, controlled substances, synthetic alkaloids, or 7-hydroxymitragynine levels exceeding 2% of alkaloid composition

Requires kratom product labels to include full ingredient list, percentages of mitragynine and 7-hydroxymitragynine, and processor identity and address

Classifies violations as gross misdemeanors and allows aggrieved persons to bring civil actions for damages against processors or retailers

Permits cities and counties to adopt kratom ordinances more restrictive than state law
