Splits the current three-member Washington State Liquor and Cannabis Board into two separate five-member boards: a Washington State Liquor Board and a Washington State Cannabis Board, each with members serving six-year terms

Establishes a shared administrative structure with a single director jointly employed by both boards, responsible for agency administration, budgeting, and employee management

Requires the director to appoint two deputy directors: one for liquor, tobacco, and vapor programs, and one for cannabis programs

Designates the cannabis board as successor for cannabis-related powers under chapters 69.50 and 69.51A RCW, while the liquor board assumes all other functions including tobacco and vapor product regulation under chapter 70.155 RCW

Maintains all existing rules, orders, contracts, licenses, and employee positions during the transition, with pending proceedings continuing under the appropriate successor board
