Establishes a joint legislative executive committee on health care financing with 12 members including 4 legislators (bipartisan from both chambers), representatives from the Governor's office, Health Care Authority, DSHS, Department of Health, Office of Financial Management, Health Benefit Exchange, Insurance Commissioner, and tribal governments

Committee must hold its first meeting by August 1, 2026, and will be staffed by the Office of Financial Management with all meetings open to the public

Charged with investigating financing mechanisms to support statewide health care access and coverage, including drug purchasing strategies, provider reimbursement models, benefit design, administrative simplification, and leveraging federal funds

Must deliver a preliminary report by January 1, 2027, and a final report by November 1, 2027

Committee expires January 1, 2028
