Requires health insurance carriers to annually submit detailed coverage and access data for mental health, substance use, and medical/surgical services to the Insurance Commissioner by July 1st, starting with health plans issued or renewed after January 1, 2027

Mandates reporting of utilization review outcomes, out-of-network rates, in-network reimbursement amounts indexed to Medicare, network admission timelines, and appeals data, disaggregated by facility type, provider type, youth/adult services, and in-person/telehealth

Requires the Insurance Commissioner to publish all reported data on a public website within three months and maintain an interactive public dashboard for comparing carriers within nine months

Addresses documented disparities where Washington residents in 2021 were 7.1 to 16.7 times more likely to receive behavioral health services out-of-network compared to medical/surgical services, and behavioral health clinicians were reimbursed 41% less than medical/surgical clinicians

Declares all collected information non-proprietary and non-confidential, requiring public disclosure with only cell suppression (fewer than 11 enrollees) permitted for privacy protection
