Regional transit authorities (created under chapter 81.112 RCW) may negotiate development agreements with local governments that vary from otherwise applicable development regulations to accommodate transit facility construction

Regional transit authorities may apply for land use and construction permits before acquiring the property where facilities will be built, and may apply for construction/technical permits before local land use decisions are made

Rail fixed guideway system facilities may exceed local height limits and setback requirements if the transit authority complies with regulations to the extent practicable given operational needs

Building permit applications from regional transit authorities will be evaluated under ordinances in effect when the authority's board selects the route alignment and station locations, rather than at time of application

Land divisions resulting from condemnation authority acquisitions for essential public facilities are exempted from subdivision requirements under chapter 58.17 RCW
