Creates the capitol centennial stewardship account to fund remodeling, repairs, interpretive/educational activities, and improvements to enhance public participation at the Washington state capitol ahead of its 2028 centennial

Authorizes legislators and statewide elected officials to solicit gifts, grants, and donations from public or private sources for the account, with a presumption they are not violating ethics rules on gift solicitation

Exempts solicitation for this account from the existing prohibition on soliciting contributions during legislative sessions (30 days before through adjournment)

Account provisions and solicitation authority expire June 30, 2033, with any remaining funds transferring to the capitol furnishings preservation committee account
