Prohibits the sale, transfer, or distribution of "digital firearm manufacturing code" (CAD files or other digital instructions) to persons not licensed as federal firearms manufacturers under 18 U.S.C. Sec. 923

Makes possession of digital firearm manufacturing code for firearms or unfinished frames/receivers a violation, creating a rebuttable presumption of intent to unlawfully distribute the code or manufacture firearms

Bans the sale or transfer in Washington of 3D printers or CNC milling machines that have the "primary or intended function" of manufacturing or assembling firearms, including devices marketed or advertised for that purpose

Prohibits unlicensed persons from manufacturing frames, receivers, or unfinished frames/receivers using 3D printers, CNC milling machines, or other means—only federally licensed manufacturers may do so

Establishes escalating penalties: first violations are civil infractions ($500), subsequent violations become misdemeanors or gross misdemeanors, and violations involving three or more items or repeat offenders may constitute class C felonies
