Exempts commercial shellfish fees and surcharges under chapter 69.30 RCW from the state policy requiring licensing program costs to be fully borne by the licensed industry members.

Establishes maximum annual shellfish operation license fees ranging from $416 for harvesters to $1,912 for large shucker-packers (plants over 5,000 square feet).

Sets maximum biotoxin testing fees for non-geoduck intertidal harvesters, ranging from $271 for wholesale shellstock shippers to $3,304 for large shucker-packers, with fees varying based on number of harvest sites and facility size.

Adds new statutory definitions for "harvester," "harvest site," "shellstock shipper," "shucker-packer," "wholesale shellstock shipper," and "export certificate" (capped at $75).

Applies retroactively to all fees and surcharges established under chapter 69.30 RCW on or after February 1, 2026, and takes effect immediately as an emergency measure.
