Requires the Department of Transportation to contract for acquisition of at least three clean diesel ferry vessels capable of carrying 125-140 vehicles and up to 1,200 passengers, with guaranteed delivery by December 31, 2032

Exempts these diesel vessel contracts from standard ferry procurement requirements (RCW 47.60.810-47.60.824) and allows use of design-build, design-bid-build, or lease-with-option-to-buy procurement methods

Awards a 13% bid price credit for vessels constructed in Washington State, adjusted proportionally based on how much construction occurs within the state, citing economic loss findings from a December 2016 Washington Institute for Public Policy study

Requires the department to seek input from the maritime shipbuilding industry on construction best practices before issuing requests for proposals and to report on delivery issues within three months of the act's effective date

Declares an emergency for most provisions to take effect immediately, with certain sections taking effect July 1, 2026
