Increases the minimum residential distance restriction from 500 feet to one-half mile from child care facilities, K-12 schools, and recreational facilities for persons conditionally released under the sexually violent predator civil commitment law (RCW 71.09)

Applies to individuals released to "less restrictive alternatives" who have been civilly committed as sexually violent predators and are transitioning from secure confinement to community supervision

Amends RCW 71.09.096, which governs conditions courts must impose when authorizing conditional release, including electronic monitoring with real-time tracking and exclusion zones

Retains existing requirements for court-imposed conditions such as treatment participation, GPS monitoring, community corrections supervision, and restrictions on victim contact and substance use
