State employees (as defined in RCW 42.52.010) would be limited to a maximum aggregate contribution of $250 to political committees or candidates for legislative, state, county, city council, mayoral, school board, port district, or public hospital district offices

The $250 limit for state employees is significantly lower than the general public limits of $800 for legislative/county/city/school board/hospital district races and $1,600 for state office and port district races

Existing contribution limits for non-state employees remain unchanged, including limits for bona fide political parties and caucus political committees based on registered voter formulas

The bill amends RCW 29B.40.020 by adding a new subsection specifically addressing state employee contributions while preserving all other existing campaign finance provisions
