Director must have experience in law enforcement management, public administration, and criminal investigations, and reports directly to the department secretary

Requires establishment of a 24-hour citizen hotline for complaints via phone and text messages

Grants the office access to records from multiple state agencies including Department of Revenue, Labor and Industries, Employment Security Department, and Department of Licensing to facilitate investigations

Mandates a legislative report by December 31, 2027 on office development, barriers encountered, and recommendations for improving fraud prevention and prosecution
