Allows U.S.-incorporated battery electric vehicle manufacturers that have never used franchise dealers, operated a service facility in Washington as of January 1, 2026, and had at least 300 vehicles registered to Washington residents before January 1, 2026, to own and operate their own dealerships in the state

Increases the maximum documentary service fee dealers may charge from $200 to $250 per vehicle sale or lease until December 31, 2036, then reduces to $225 beginning January 1, 2037

Requires dealers to transfer 50% of any documentary service fee collected above $200 to the Department of Licensing until December 31, 2036, with 25% going to the electric vehicle account for used EV rebates for low-income households and 75% to the multimodal transportation account

Establishes a $10,000 penalty for each retail sale or lease transaction by a manufacturer that is prohibited from acting as a motor vehicle dealer and is ineligible for the exemption

Prohibits any manufacturer exempted under this bill from distributing vehicles on behalf of, or becoming subject to majority ownership by, a manufacturer that is prohibited from operating dealerships
