Amends the definition of "available fiscal resources" for the 2027-2029 and 2029-2031 fiscal biennia to use only the official general fund revenue forecast, removing the current alternative calculation that allows using the prior year's forecast increased by 4.5 percent annually.

Applies the revised "available fiscal resources" definition to both the governor's proposed operating budget and the legislature's enacted omnibus appropriations bill for those two biennia.

Maintains existing requirements that the governor's budget and legislature's appropriations must leave a positive ending fund balance in the general fund and related funds.

Continues the requirement that projected maintenance level spending cannot exceed available fiscal resources for the next ensuing biennium.

"Related funds" includes the Washington opportunity pathways account, workforce education investment account, fair start for kids account, and education legacy trust account.
