Prohibits the Department of Licensing from disclosing driver's license, vehicle registration, or personal information to federal immigration authorities without a valid court order, and requires notification to affected individuals within 3 days of any court-ordered disclosure

Requires data-sharing agreements for DAPS, DIAS, and ACCESS systems to include certifications that recipients will not use information for civil immigration enforcement; misuse triggers immediate access termination and referral to the Attorney General

Mandates the Department of Licensing and Washington State Patrol adopt rules by October 1, 2026 restricting federal, state, and local agencies from using state law enforcement databases (ACCESS, Nlets) for civil immigration purposes

Requires annual compliance reports to the legislature and governor detailing database query statistics by agency, plus at least two public meetings annually (one each on east and west sides of the state) beginning January 1, 2027

Declared an emergency measure taking effect immediately upon passage, and must be liberally construed to protect personal privacy and prevent database misuse for immigration enforcement
