Requires the Senate to return all unpassed House bills, joint resolutions, concurrent resolutions, and joint memorials to the House of Representatives immediately before adjournment sine die of the 2025 Regular Session, with those measures assigned to the House Rules Committee for third reading

Requires the House of Representatives to return all unpassed Senate bills, joint resolutions, concurrent resolutions, and joint memorials to the Senate, with those measures assigned to the Senate Rules Committee for third reading

Directs the Secretary of the Senate and Chief Clerk of the House to retain all legislative measures and related records, journals, and dockets in their existing status upon adjournment sine die

Establishes that all measures introduced during any special session of the 69th Legislature will be numbered as a continuation of the 2025 Regular Session numbering sequence
