Rescinds, repeals, cancels, nullifies, and supersedes all prior Washington State applications to Congress calling for a constitutional convention under Article V of the U.S. Constitution

Prior applications being rescinded include House Bill 90 (1901), House Bill 207 (1903), Senate Concurrent Resolutions 17 (1909 and 1911), and House Joint Memorial 1 (1963), covering topics from direct election of senators to polygamy bans to redistricting

Expresses concern that scholars disagree on whether such applications expire, and that wealthy interest groups could exploit historical convention calls to alter constitutional rights

Requests the memorial be published in the Congressional Record and that Washington be removed from the official tally of states applying for a constitutional convention until a future legislature passes a new application

Passed the Senate 47-1 on February 19, 2025 and the House 81-16 on April 9, 2025
