Amends the Washington Constitution to lower the voter approval threshold for school district levies and bonds from a three-fifths supermajority to a simple majority of voters voting on the proposition

Removes the current validation threshold requiring voter turnout to equal at least 40% of the previous general election's turnout for school district levy and bond measures

Allows school districts to incur additional debt up to 5% of taxable property value for capital outlays with voter approval, beyond the standard 1.5% municipal debt limit

Prohibits counties, cities, and townships from imposing or collecting impact fees on new residential development if the funds would be transferred to a school district

Requires the Secretary of State to place this constitutional amendment before voters at the next general election, with mandatory publication notice in legal newspapers four weeks prior
