Proposes a constitutional amendment to Article IV of the Washington State Constitution requiring Senate confirmation by majority vote for all gubernatorial appointments to the state Supreme Court

Appointees may serve on an interim basis if the Senate is not in session, but for no longer than 30 days after the next session begins

Failure of the Senate to confirm an appointment renders it void, requiring the governor to nominate a new candidate

Amendment would be submitted to qualified voters at the next general election for approval or rejection

Secretary of State must publish notice of the proposed amendment at least four times during the four weeks preceding the election in every legal newspaper in the state
