Proposes amending Article II, section 17 of the Washington State Constitution to require written documents concerning internal legislative deliberations about contemplated or introduced bills be open to public inspection and copying

Maintains existing constitutional protection that legislators cannot be held liable in civil actions or criminal prosecutions for words spoken in debate

Extends liability protection to legislators for the contents of written deliberation documents that would be made public under this amendment

Requires the Secretary of State to place the constitutional amendment on the ballot at the next general election for voter approval or rejection

Mandates public notice of the amendment be published at least four times during the four weeks preceding the election in every legal newspaper in the state
