Requires massage therapy and bodywork therapy establishments to obtain a license from the Massage Therapy and Bodywork Therapy Affiliated Credentialing Board, with three license types: sole practitioner, mobile massage therapy, and multiple practitioner licenses

Mandates that each establishment designate a responsible manager who must pass an examination on state laws and administrative rules, and requires fingerprint-based criminal background checks for all owners and responsible managers

Prohibits sexual contact or sexual intercourse on the premises of any massage therapy establishment and bars therapists from practicing in the nude or in clothing designed to arouse clients

Exempts out-call massage services (where therapists travel to client locations) and health care facilities licensed by the Department of Health Services from establishment licensure requirements

Takes effect on the first day of the 25th month after publication, adding human trafficking offenses to mandatory reporting requirements and automatic license revocation provisions
