Prohibits health care providers from performing gender transition procedures on individuals under 18, including sterilizing surgeries, mastectomies, puberty-blocking drugs, and cross-sex hormone therapy

Exempts treatment for minors with medically verifiable genetic disorders of sex development (such as ambiguous external sex characteristics or abnormal chromosome structures) when approved by a parent or guardian

Exempts treatment for infections, injuries, or disorders caused by prior gender transition procedures, and emergency procedures necessary to prevent imminent death or major bodily impairment

Requires mandatory license revocation for nurses, physicians, and physician assistants who violate the prohibition, with no option for reinstatement for physicians

Takes effect on the first day of the 7th month after publication to allow time for medication tapering and discontinuation for minors currently receiving treatment
