Department of Administration must issue a request for proposals within 30 days to contract for operation of a Wisconsin public affairs network providing unedited live video and audio coverage of state government proceedings

Coverage must include Senate and Assembly floor sessions, legislative committee meetings, executive branch agency meetings, Supreme Court and judicial proceedings, official news conferences, and related civic events

All legislative proceedings open to the public must be live streamed online, with permanent unedited digital archives maintained and accessible to the public

No fees may be charged to access live or archived coverage of Senate/Assembly floor sessions or Joint Committee on Finance meetings

Network must be strictly nonpartisan and coverage may not be used for campaign purposes
