Requires universal background checks for all firearm transfers (not just handguns) through federally licensed dealers, with exceptions for transfers to family members, antique firearms, and temporary loans for hunting/target shooting up to 14 days

Creates extreme risk protection orders ("red flag" law) allowing law enforcement officers or family/household members to petition courts to temporarily prohibit individuals from possessing firearms if they pose a substantial risk of harm to themselves or others

Prohibits undetectable "ghost guns" and unserialized firearm frames/receivers, with violations classified as Class G, H, or I felonies depending on the offense

Appropriates significant funding including $34.2 million for crime victim services, $20 million for community policing/prosecution grants, $14 million for treatment alternatives and diversion programs, $15 million for mental health crisis programs, and $10 million each for violence prevention and law enforcement recruitment/wellness grants

Increases penalties for illegal firearm possession and straw purchases from Class G to Class F felony for repeat offenses, and elevates witness/victim intimidation from Class A misdemeanor to Class H felony (or Class G felony with aggravating factors)
