Requires legislators to file sworn residency certifications and two proof-of-residence documents (such as driver's license, property tax bill, or lease) with the Legislative Reference Bureau and chief clerk at the start of each biennial session and annually thereafter.

Mandates legislators notify the LRB and chief clerk within 10 days of any residence change and submit new residency documentation.

Establishes a new quo warranto process requiring the attorney general to commence action within 30 days if there is probable cause a legislator does not reside in their district; allows any district elector to file suit if the attorney general fails to act.

Amends the definition of elector residency to specify "principal or primary home or place of abode" and requires "present intent to return" when absent, rather than simply "intends to return."

Exempts from public records requests any documents containing legislators' residential addresses filed under these provisions.
