Defines "broadband infrastructure" as requiring minimum speeds of 100 Mbps download and 20 Mbps upload, or FCC-designated minimum speeds, whichever is faster

Requires grant applicants to specify the broadband infrastructure they intend to construct in their applications

Mandates grant recipients reimburse the Public Service Commission if they fail to complete construction or if the infrastructure fails to meet minimum speed requirements

Requires grant recipients to report on construction progress, number of broadband connections provided, and average download/upload speeds

Legislative Audit Bureau must conduct biennial performance audits of the broadband expansion grant program beginning January 1, 2027
