Requires broadband providers to give consumers a standardized FCC-template label showing service information before sale and make labels easily available to potential customers

Consumers may terminate contracts and receive full refunds if providers fail to remedy speed violations within one month of written notice

Violations constitute unfair trade practices, subject to fines up to $200, imprisonment up to 6 months, and civil suits where consumers can recover double their pecuniary loss plus attorney fees
