Cities, villages, towns, and counties may apply for broadband expansion grants independently, removing the current requirement to partner with a telecommunications utility or other organization

Political subdivisions may use grants for broadband infrastructure planning, including feasibility reports, in addition to construction

Grants may cover up to 50 percent of the cost of hiring and employing one broadband director

Eliminates the requirement for municipalities to prepare a 3-year cost-benefit analysis report before constructing or operating telecommunications, cable television, or broadband facilities

Repeals sections 66.0422 (2)(c), (4), and (5) of Wisconsin statutes and amends section 196.504 governing the Public Service Commission's broadband expansion grant program
